Reports from Emirates News Agency confirmed that the EU is projected to be short by 5 million ICT workers despite consistent hiring growth in the region’s tech industry. The study, titled IT Sector in Focus: Evolution of the EU Digital Workforce, pointed out that most member states’ primary and vocational education systems cannot keep pace with the rising enterprise demand for advanced digital skills. This shortfall has led European companies to increasingly depend on skilled labor migration from outside the EU to address critical staffing shortages.

Despite this anticipated deficit, overall employment figures in Europe’s digital sector have shown significant long-term growth over the last decade. Data from Eurofound reveals that the number of ICT specialists in the EU increased from 5.6 million in 2011 to 10.3 million in 2024, marking an overall rise of 81 percent. During the same period, ICT professionals’ share of total employment in Europe grew from 3 percent to 5 percent. However, annual growth rates of 7 percent to 8 percent are still not enough to bridge the gap needed to reach the 20 million target by 2030, as set by European policymakers.
Marked disparities in digital employment persist across individual EU member states. Eurofound’s data shows that in 2024, ICT specialists made up 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Meanwhile, digital specialists comprised only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth patterns also vary widely within the bloc. Estonia, for example, more than doubled its ICT workforce proportion from 3.4 percent to 7.2 percent between 2011 and 2024, while other countries experienced minimal percentage increases during that period.
Structural Education Gaps Lead to Increased Reliance on Foreign Talent
Surveys of businesses across Europe reveal that 57 percent of firms trying to fill IT vacancies in 2024 encountered severe recruitment challenges. The shortages are especially acute for senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical gaps, technology companies have turned to international talent pools. As a result, the proportion of ICT specialists born outside the EU increased from 9.2 percent in 2021 to 11.9 percent in 2024.
Gender imbalances continue to limit the potential of Europe’s digital workforce. Eurofound’s report highlights that in 2024, women accounted for less than one in five ICT specialists across the 27 EU nations, with a 19 percent share. Additionally, the gender pay gap in the broader ICT sector was nearly 20 percent in 2022, higher than the economy-wide average of 13 percent. Researchers noted that the underrepresentation of women results in European industries operating with less than three-quarters of their potential digital talent pool, reducing diversity in technology development.

The report underscores that although ICT roles generally offer higher-than-average pay, advanced skill acquisition, and strong employment conditions, these factors alone cannot solve the structural labor shortage. With the EU projected to fall 5 million workers short of its 2030 ICT goal, analysts stressed that bridging this gap will require coordinated policy measures. These should focus on expanding domestic educational capacities and facilitating intra-EU labor mobility.
